Director of Technology and Innovation (DT&I), Technology Strategy Board (InnovateUK)

Our team, led by Baljit Dhadda, was retained in late 2013 for a Director of Technology and Innovation role within the Technology Strategy Board (TSB) which works especially in hi-tech sectors like renewable energy, future cities, satellite applications, digital technologies and healthcare.

As part of the leadership team, we recruited the Director of Technology and Innovation. This role leads InnovateUK’s Innovation Programmes team, which develops and delivers innovation support for businesses across priority areas. This is a key role in shaping the technology priorities of the TSB, leading the TSB’s engagement with major technology intensive companies and maintaining thought leadership and designing programmes. 

Our challenge was to identify recognised thought-leaders who had a track-record of leading innovative design and technological principles that shape future markets. Our success was, critically, dependent on outward-facing, ambassadorial and entrepreneurial Technology professionals, with experience of developing technologies that maximise commercial return.

The calibre and diversity of candidates’ experience on the search-led shortlist included:

  • Strong academic backgrounds embracing the complexities that surround the technology, commercial and government environments.
  • Proven track record of successful leadership in commercial exploitation of science and technology against a backdrop of significant market change and engagement within complex stakeholder environments across the world.
  • Senior level customer service delivery, with a wide delivery portfolio in a segmented customer market
  • Significant experience in driving innovation across a range of public/private sector bodies and SMEs and has credible experience in strategizing international business developments
  • Significant experience in identifying long-term technology trends and transferring knowledge into strategy along with excellent understanding of market behaviour and commercial issues pertaining to innovation (e.g. disruptive technologies, globalisation)
  • Significant experience of leading strategic decision-making, stakeholder engagement, major strategic transformation programmes within industry and governments along with significant track record of working third parties in order to deliver joint commitments
  • Experience in strategic aspects of various nationally significant programmes, business and research communities, maximizing the commercial value of high level collaborative networks across industry and government sectors. 

The successful candidate, Kevin Baughan, worked at Virgin Media until 2013. With particular experience in digital innovation, Kevin was most recently Director of Wireless at Virgin Media Business, where he developed propositions including the rollout of WiFi on the London Underground in time for the 2012 Olympics. Prior to Virgin Media, Kevin co-founded a pioneering start-up researching novel networking technologies for the US Air Force Research Labs, and was Nortel Networks' chief architect for cable operators across Europe. He came across as an enthusiast, an energetic leader with a track-record of commercial success, creativity and innovation within technological markets. Along with an excellent communication style, Kevin brought an easy interpersonal style combined with proven ambassadorial ability across complex stakeholder environments.
